Its leading candidates — good men all — have adopted what one analyst calls “a baseline conservatism” fearful that policy innovation or outreach to nontraditional groups will be viewed with suspicion by the party’s anti-government base. In debates and forums Republican candidates talk endlessly of budget restraint but spare few words for racial reconciliation the problems of addiction or at-risk youths or the economic prospects of the poor. The Republican political season began with a call for the return of Reaganism. But the party it seems has managed to turn the clock back only to the mid-1990s when leaders such as Dick Armey and Phil Gramm set its tone… n the other side they argue is the philosophy of freedom reduced to a single principle of unrestricted individual economic choice. There are in fact two belief systems contending for the soul of the Republican Party but one is not liberalism. The two intellectually vital movements within the Republican Party today are libertarianism and Roman Catholic social thought — a teaching that has influenced many non-Catholics including me. The difference between these visions is considerable. Various forms of libertarianism and anti-government conservatism share a belief that justice is defined by the imposition of impartial rules — free markets and the rule of law. If everyone is treated fairly and equally the state has done its job. But Catholic social thought takes a large step beyond that view.

“While the presidential candidates struggle to find a way to distance themselves from Mr. Bush’s record polls suggest other Republicans may have a problem as well. Negative views of the Democratic-controlled Congress are reaching record levels but so are negative views of the Republican party. They turned negative in December 2005 about the same time Mr. Bush’s job approval rating turned more negative than positive. More recently a Gallup poll found Americans’ general views of the.

Gerson writes that he urged Bush to fire Rumsfeld after the 2004 election but that Cheney opposed the move. He recounts meetings in which Cheney’s office tried to kill proposals to increase training of death-row defense lawyers transition assistance for prisoners and aid for Hurricane Katrina victims. “The storm had also revealed a political and moral chasm in the Republican Party” he writes. “The president and I saw Katrina as an opportunity to open a debate on race and poverty. Anti-government Republicans saw Katrina as an opportunity to cut off medicine to old people. It confirmed the worst image of Republicans as the party of shriveled hearts.

Small-tent conservatives
Washington Times – Oct 31, 2007
When I entered conservative politics in 1963 conservatism opposed for example federal aid to education the proposed Medicare program and the Voting Rights Act. Today there are few if any elected conservatives who would vote to outright repeal Medicare the Voting Rights Act or cut off all federally subsidized college loans. Similarly today the conservative Republican Party unconditionally opposes any limitations on free trade — despite the rise of China and India the lowering of our wage-growth rates the hollowing out of our industrial base and the reduction of U. economic dominance in the world. And it opposes any tax increase for any reason. I am not prepared to abandon our vigorous free-trade policies or support a tax increase.
